Some times people say "I'm not looking for a relationship right now" when they're not interested in the person. It's a soft form of rejection where you don't flat out tell them you don't want to date them. If she wants to date you then she'll say yes, but there's only one way to find that out.

It's a ton easier to make a blanket statement of "I'm not dating anyone" vs "I'm not dating YOU". That being said, she could also not want to actually date anyone period but then that goes back to my original point of finding out.
She can still be single and fuck, and maybe she just said it to your friend, she won't say it to you. Worth a try.
