It's possible but parts would need to be custom made like the Steering rack, and the under body of the car would need to be changed, re locate gear stick / seat bolts..etc.

Cars are routinely modified in that way for the handicapped or those too short to reach pedals. It's expensive but (because they've done it before) not outlandishly expensive. Indeed, you might be able to order modified-for-the-handicapped models directly from the manufacturer, with no need for aftermarket changes.
