If you are the producer and also one of the actors, then I don't see any problem in you, in the capacity of the producer, paying another actor for acting in a porn movie, where you in the capacity of another actor have sex with them. Bonus points if you also make yourself the director.
Have all actors sign documents, where, when what.. all pertinent info. And a rights release for the footage. You and only you have ownership and thereby sole distribution rights.
Make sure all sex acts you are planning to do are legal in your state.
Spend a couple hundred bucks to consult with a lawyer specializing in entertainment or contracts. Have them draft the release documents.

even if you do film there is issues because there are a LOT of laws that surround the porn industry. for example if you produce a porno in la and theres no condoms, you will be fined.

it differs from state to state, some are more difficult then others, but considering it is a business it needs to be run like a busines, not like a lemonade stand. so even fiming it might save you from a prostitution charge but then you get all sorts of other legal issues for breaking porn laws and contracts and such.

I did it once through craiglist a while ago. Learn everything the stupid hard way. 3 important things I need to point out :

1. Get good lighting! Everything looks dark and horrible when I did it. I should have rent proper light rigs or shoot under the sun.
2. Buy food beforehand! The girls simply goes into a bad mood if they're hungry. It will be hours of you forcing them to do weird stuff and foods will ease the tension.
3. Get a crew! At least one other person beside you, he doesn't even have to do anything. That way you appear in control, with control you got more leverage to do more weird stupid sex positions. Becareful when you have more actors than crews, the actors can decide the direction of your porn easily.
