Some advice for you to follow, OP. This is a very traumatic experience that has happened to her not you, please keep that in mind.

Right off the bat, try to file a police report. She may not want to but please tell her that it's important for those guys to receive punishment and to prevent this from happening to other people. In in the end, if she still doesn't wish to file a report then there's not much you can do. It's her decision.

She will need constant support and will have to go to therapy. This is a traumatic experience that has unfortunately happened and needs to be dealt with.
