You need therapy, if you're going through eating disordered paths, and you need to accept that YOU aren't going to like how you look (at least right now). But respect others opinions - if that dude thinks you're hot, don't disrespect his taste by saying he's desperate. If an old woman thinks you're a pretty young lady, don't disrespect her opinion, either. But, really, you need to stop disrespecting yourself. Even if you're not pretty - get over it. Your post is hard for me to understand. You start off saying you sometimes starve yourself, but your main complaints are about how people look at your face. Are you trying to starve yourself so your body can make up for your face?

Anyways, we all have to make peace with our faces (or go for plastic surgery), and if you can't and it constantly occupies your mind you will be miserable. So I guess my primary advice would be to make peace with the traits you have and take people's compliments/sexual attention at face value. If someone's into you, it's because they find you attractive in some way, and that's a good thing.
It may take a while to get comfortable with thinking like this, so I'll throw in a secondary suggestion. Faces can be worked with. I don't know what yours' specific problem is (or if there is one), but odds are you can do something about it. There's a million makeup tutorials on youtube for all kinds of faces, eyebrows can be threaded, acne can be treated, and specific hairstyles can be chosen to frame the face nicely and accentuate the good features. It would be effort, but if the guys on Ru Paul's Drag Race can look like bombshells, you certainly can at least get to the point where you're not an eyesore. All of this can raise your self esteem, but you really do need to take my first bit of advice and try not to be preoccupied with looks. People are usually just living their own lives, and unconcerned with other people's faces.

Unless you have a genetic defect that makes you permanently ugly like not having skin, missing facial features, or an abnormal skull shape, you CAN be pretty if you give it enough effort. It IS possible, and the possibility of being satisfied with how you look increases as you increase your efforts.

If you can't accept how you look now, it will be really hard to accept it. Because you're just not that kind of person. It's not about how guys look at you, right? It's about how you look at yourself. It's about self-satisfaction. You have an image on your mind of how exactly you want to look. Or at least standards you need to pass before you're satisfied with how you look. And it bothers you that you do not currently look like that.

You probably don't look ugly to most people. To some people, you're even pretty enough to be attracted to.
But who cares about what other people think? If you think you're ugly, then you look ugly to you. You ARE ugly in your perception of yourself. Beauty is subjective, so of what value is the what other people see compared to your own perception? If you let others lower your standards, then you will never reach them.

I'm a guy that used to think I was ugly b/c I posted on /soc/ in the throes of my awkward phase & got 4-5/10s, so I assumed everyone looking at me in public was gawking at how ugly I was, and I fucking hated it. Alas, sophomore year of college I grew a jawline and suddenly I was getting way more looks, even smiles. I still assumed people were just being nice, but when I finally lost my v card to a girl who threw herself at me, she told me I was super attractive and it put me off.
