It depends on the language you're wanting to learn. Some programs teach better than others at certain languages.

Why even bother? Just get better at using Google Translate. You will never be as good as a machine. It will also effectively teach you bits and pieces in the process if you pay attention. I can't learn from lists of words anyway-- only from seeing the same text side by side in both languages.

Travel or get yourself into groups where English isn't spoken. I've learned several languages that way in a few years. Never perfect, but efficient enough.
You are better off reading a book. Textbooks have been around much longer than software. What book to read depends on the language.
