The top 150 Unis in the world will want 3.3+ GPA (equivalent) to put you on a Masters program. That's not strictly required of course, just general. Demonstrating knowledge and experience can help.
But there's thousands of shittier unis who are less picky.

Your GRE score will be more important than your GPA, but you probably aren't going to do well on the GRE with a low GPA, unless you're an underachieving genius.
