No. It's just your personal opinion. However, if you are defaming him/her, by saying something like, "I saw him/her trading sexual favors for good grades", then yes, they can sue.

It depends on a lot of factors, particularly what you say and where you're based.
As long as you couch it in terms of "in my opinion", you should be okay.

You can get sued for lies - "He never comes to class"
You probably won't be sued because no one takes rate-my-prof sites seriously, assuming anyone who complains is just seeking revenge for a bad grade.
Anyone can sue anyone for any reason.
Will they pass demurrer? Will it go to trial? Will there be a judgement in the plaintiff's favor? Those are the real questions.
Think twice about offending people who are connected to elites.
