"You're drinking again? Don’t drink and drive. Looks like I'm going to call the cops. Good luck"
And another five spam texts were sent to my family members saying that the police were called. It wasn't for my sake, but because they are trying to scare me and the texts are repetitive. I'm not afraid if he called the police but the fact that he's sending the same texts over and over about it to family. How can I make it stop?
Can this constitute a restraining order?

Question: were you drunk driving at the time?
If the answer is yes then his texts could be seen as warnings and shaming which is not illegal.
If the answer is no then that is an attack on your character broadcast to your friends and family and would qualify as harassment.

If yes: ask a lawyer about criminal harassment charges. I've seen folks serve 90 days for basically what you're describing, but (SPOILER ALERT) laws vary from place to place.
