Well not entirely. Depending on how you respond to the dosage of hormones, it can either lighten periods, or get rid of them all together.
The pill does the same thing. That's what I use, and I skip all my periods because I specifically worked out a hormone level high enough to do that lol.

Anyway OP, as has been said, its effective up to 3 days after, the longer you wait the less effective it will be. However as also said, this shit is serious medication, she will feel like a fucking trainwreck for quite a while. It is not to be used lightly or frequently.
I recommend she get on some sort of BC herself, whether it be an IUD, implant, shot, or pill, but do not stop using condoms on top of that. Thats your only line of defense from AIDS.
