The difference, obviously, is that they are human beings you are interested in dating, unlike men. And you don't just go up to a random dude to talk to him unless you need something from him, but you want to talk to a girl simply because you are attracted to her, there's a difference.
Besides the fact that nowadays saying hi to a stranger female in many places is considered sexual harrasment and that legit a lot of women will think it's creepy if a guy randomly talks to her and doesn't say something that makes perfect sense in the context.
