With 12 years of experience, and 5 companies worked for, is it sensible for my resume to be two pages? Or should I find some way to cut down to one?

Cut down to one. An employer usaully spends about 4 seconds reading each resume, so they like it short and simple.

I'm having trouble cutting down my experience, then. I don't know how to consistently format it and mention what my responsibilities are, especially since I've held more than one position at 3 of the 5 companies. Do I just cut out work experience that isn't relevant to my current career?

Well, the movement up from the first two companies makes sense because they were just retail connected to college and stuff.
Everything else is me clearly moving up - had to leave the first company I got into the industry with because there was no career growth for me there anymore, I'd moved to the top.
My newest company was a bad start and I have to leave... but the past five years of my experience are with two bigger companies.

I'm not sure what industries these guys are in, but in mine (public sector, admin/management/project work) it is standard to have a resume of 3–5 pages. Mine is 4 pages including referees.
