I tried Noopept for a while a few years ago. I didn't really notice any effect, but then it's not really the kind of thing that would give very noticeable effects. It's very difficult to actually isolate an effect from drugs like this... Stimulants (ADHD medicine) are probably the only thing that have a "noticeable" and useful effect.

There are a lot of drug-obsessed people on various forums that take 20 different pills every day and claim huge benefits from them, but as far as I know they have yet to start a new world order or solve world hunger.
