I have oral herpes (outbreaks maybe once or twice a year). I had always thought that youre only contagious when you have an open sore. But I ended up passing them on to someone when I didn't have an outbreak. How do I disclose this with future partners?

Everyone has herpes.
Seropositivity percentage for herpes simplex 1 is in the high 90's.
No one cares.

It's normalized in the US but I gave it to a euro girl and she was devastated. Apparently no one has it in her country.

Everyone has type 2 herpes -- no one thinks of it as an STD though because like you said nearly everyone has it. If someone's had a cold sore around their lip, then it's herpes. But no one thinks of it that way.
Not everyone has the STD type herpes, though. If you feel it's your moral imperative to let your partners know, then bring it up before you do anything with them. It's pretty considerate that you've thought about it -- be prepared for some potential partners to turn you down, they might dump you.

You've got types 1 and 2 mixed up. HSV1 is oral, HSV2 is genital

i wouldnt worry about it. she is probably dumb and doesn;t realize that cold sores are oral herpes

I gave it orally to her genitals which is shitty because at least hsv2 which usually only affects the genitals will have fewer outbreaks. If I had known you can transmit it without an open sore, I would've used a dental dam or something.

ouch, thats a horrible thing to happen, but its incredibly rare. the chance sof her then also spreading that is even more rare, and i wouldnt worry about it too much man. these things happen. it doesn't mark us.
it sucks that this happened, but i really wouldn't let it get to your head.
