looks like irritation. Buy some feather blades and a merkur HD long handle (or preferably, an adjustable if you can find one). Also get an alum stone because you'll knick yourself at first. Not sure what cream is good for legs, but its definitely out there. Badger&blade can probably help.

Lots of people think safety razors are for dudes only, but they work just as well on legs.

Either its irritation of you have what I have which is being able to see the hair follicles uner the skin. It happens sometimes if youre unlucky and have pale skin and dark body hair. Next time it grows out tweeze a few hairs and it there arent arent dots thats what it is. Wear pantyhose

Pretty sure a girl I dated once had this same thing. It's honestly not as unusual or as ugly as you think. It's just hair follicles. Personally I find it attractive.

Keratosis pilaris. I have it. Nothing will get rid of it. It's very common though.
