What is the most foolproof way of completely getting rid of sharpie from metal?

Turpentine.
Any number of solvents. Alcohol, acetone, methyl ketone, etc. Flux remover though is probably the best in my opinion. It will erase sharpie and paint with ease. The methyl ketone will too but it's somewhat hazardous... Just use rubbing alcohol since it's easy to get.

Is the surface smooth or rough? How long have the sharpie marks been there? If it's smooth and its fairly recent, you can try writing over it in dry-erase maker and wiping it off. That sometimes works.
Literally use a whiteboard marker and draw over the area with the sharpie, then rub it off.
