How do I take short, effective notes? I have a mental problem where my thoughts are scattered and I think too much, I need to write my ideas down in less words because I often go through an entire notebook in 2 months. I never end up rereading them because it's too long.

Do bullet points and sub bullet points, it maintains order while allowing you to go into deeper detail and tangents.
Good note-taking involves a lot of self-awareness, so you'll probably have to adapt multiple strategies. These are what worked for me in uni:
For short notes in general, write down only key terms, concepts, and equations--no descriptions--and leave space. Spend the rest of your time listening to the lecture. After class, fill in what you remember and--having the key terms--you should be able to read textbooks/online content to fill in the gaps.
Otherwise, wait until after the first exam/test to develop a main strategy. Find out if your professor tends to ask skill-based questions or for regurgitated knowledge. Take notes only on the shit you anticipate being tested on. If a short answer works on your test, you know it is wasteful to take long notes on ideas.
