Which is correct to put first? The word "is" or the word "actually"

This one's more common.

This one's still correct, but I'd say it sounds more like the speaker is surprised (e.g. "Oh, it actually is the correct bus route"). The other one is more explanatory.

Both are correct. Generally the order of adverbs is pretty much up to the speaker and what they prefer or what feels appropriate for the situation. It really depends on what you want to emphasise.

all are correct. The ordering has some subtle effect on word emphasis, however, as it tends to stress the last word in the clause:
