Do these bumps look like genital herpes or warts? I will go to the doctor this week, but in the meantime I need advice. The three bumps have been present for a little over a month and have not changed in appearance, so that leads me to believe they are not herpes. They are not painful, per se, but there is a super faint, minor irritation/burning feeling at times.

They appear skin colored most of the time. After a shower they almost look like they have a white-ish head, but they do not pop and do not actually seem fluid-filled.

They don't look it. Usually herpes outbreaks are a lot more severe. However, I'm only here to help make you feel better until your appointment with a doctor. That is the only way you will know for sure.
