On my Windows XP Acer Laptop (2002) I had a working webcam that wouldn't connect to Omegle. I had a similar issue with another Windows XP Laptop (asus) and somehow managed to fix it after installing drivers.

HOWEVER when I tried installing drivers with this one it made the webcam become completely undetectable. I have tried installing countless drivers but nothing is working.

How do I get back my webcam on my Windows XP Acer Laptop (2002) AND how do I make it work with Omegle like my other one?

Get a new webcam. They're not super expensive - cheap ones these days for $20 will be 10x better than one you bought ages ago.
