Is the concept of talent just a red herring?

to distract you from what?

Obtaining great skills and abilities through hard work and determination

nope. talents are usually a baseline for something, or an aptitude. it doesn't make you the end game from the beginning.
so even talented people need to work hard and have determination
In some ways, yes. In other ways, no.
hard work and talent > hard work > talent
being "gifted" is overrated, everyone has to work at things before they can really attain any mastery over them. Some people learn things at a quicker pace but that's no reason to give up before you've even started.
Thomas Edison had a quote "genius is 1% inspiration 99% perspiration" I find that to really be true.
