My Computer keeps getting microlags when (for example) opening a new browser tab, doing something with the youtube player, playing any game (randomly);
my computer sits at idle with 3,7 GB RAM usage, so I'm guessing my RAM is slowly dying.

I suspect HDD, if it was RAM it would be actually crashing. Try and run a defrag and run this to see more info on your disk's health.

Ram doesn't really die like that, it'd bluescreen.
HDD would slow down the boot process significantly, as usually the random access times go to shit. This causes applications to open very slowly.
CPU instability could cause it, but I'm hoping you'd be smart enough to back off an OC if you noticed weird shit.
Sounds more like you're dealing with DPC latency. Likely a corrupt/improperly installed driver.

I should add, sometimes abrupt shut-downs and power failures can corrupt system files.
This can lead to something akin to DPC latency, as services can become unstable.

got my HDD replaced about 4 months ago, should be fine.
Microlag is like freeze frames, a kind of stuttering. For example in CS GO when you spot an enemy model it has a huge freezeframe. In Rainbow Six it just randomly has freezeframes randomly, walking around, sitting in a corner.
Defragged already. Got two RAM sticks if that helps.
