There are a lot of possibilities, many of which I can't even begin to explore without adequate information.

If it comes to cam sites, you can easily disable the webcam without unplugging it. If it comes to security, unplugging it is wise. If it comes down to port restriction, then it depends on how many devices he has plugged in, and what types of ports he needs for his devices. Could be that he wants you to think that it's only in use when he's talking to you in order to ease your nerves, or it could be set-up for an alibi so that he can use the fact that it doesn't appear to normally be set up as an excuse to disprove potentially using it to cam with other people behind your back. Could be shitty drivers that require the device to be reinitialized in order to function properly... Dunno. You'd learn more from simply asking him and gauging his reaction.
