There are a few factors that led to this, some weren't really my fault (undiagnosed mental illness), and some were (drinking too much), but since I turned 30 this year I have decided to really turn things around. Here are some things I am doing already:
>Started regular exercise regimen
>Taking free 3 month course on basic construction skills
>Abstaining from alcohol
And my longer term plans
>Complete a 9 month pre-apprenticeship program (electrical)
>Move to big city (No jawbs where I am now)
>Find temporary work in construction
>Seek out electricians to take me on as an apprentice
>Once I have job I will start socializing with people from Meetup
How does this seem for a pathway out of the NEET lifestyle?
Suggestions or criticisms are appreciated.
You could try OKCupid for dating, or Tinder for hookups so you get better at sex in general.

It's a good plan, but as time goes on you may find that your conviction wavers. Find something strong to anchor yourself with, be it a memory, a person, or something that can otherwise incite you emotionally to better yourself
