I don't know if you know what 'Red Zone' is, but it's a techno song from DanceDance Revolution that has been memed on youtube in the early 2010's and to this day is fairly well known:

Anyway, I recently made my own instrumental arrangement of it:

My question is, were I to include my arrangement on my upcoming 2nd album, for purchase of any degree, would that be illegal, and if so, how could I avert that?
It's not that I HAVE to sell this song, but for all you music makers out there, it's a good track I'd like represented in the new album, plus it helps pad the number of tracks

legally you can use it as long as you pay the proper royalties and dont make videos out of it / use it in videos (though most people blatantly ignore this and make videos anyways, and the copyright holders dont mind, as they continue to make profit off of it as well, in the future this will likely change).
the problem is that your song might be owned in a different country ,and international law is quite a bit different. its best to consult a copyright lawyer.
but as a general rule you can use the song so long as you pay the proper royalties.

well the problem is it's not really using the song, the issue is selling an original arrangement of a song that basically departs from the original composition. this is a simple song (sort of) and my version is even simpler, so in that vain, I suppose its similar to sampling for a beat?

You can do it, but just say on the track list that this is a cover. Like, as long as you say that this isn't your written work, you're good. I went to a music school, and they talked about this so we don't run into any shit with making out own covers

You cannot use someone else's copyrighted material without payment. Period. It doesn't matter that you're making a new arrangement. Rappers and hip-hoppers who sample a few seconds of someone else's music in their record have to pay for it. The Beatles had to pay a ton for the few seconds of Glenn Miller at the end of All You Need Is Love. Jazz stylists who improvise around someone else's melody have to pay for it.
