Fellow 18 year old here they only care if it's a 5 year age gap. I'm not sure how it is on Texas, but where I live no one cares if you're 18 with a 16 year old. But I wouldn't recommend going for younger, neither would u recommend staying for that age over time

To me, it seems like the underage cartoon laws are defined poorly and enforced selectively. So I'm not sure where that leaves you practically or technically. If it were me, I'd assume you were in the clear. Generally the judges looking at these cases go with their cut reaction to something. If it looks like adults but just says teen, they probably won't give a shit unless you've given them some reason to hate you/force their hand.
