Do flirt with her (easiest way is to compliment the way she looks, but something more astute might get you farther), if her reaction is positive, keep doing it (but not excessively) until you get somewhere. And OP all you really need to do is ask her if she would like to do something. Getting a girl out of the setting you know her from is the key first step to seeing how she feels about your advances. Doesn't matter whether it is a babysitter, a neighbor, a colleague. Ask them for a drink, or to an event. If they are totally not okay with things being anything but professional/acquaintance, they will tell you know then and there.
