In a discussion yesterday with my girlfriend and her friends, they all agreed they would be much more creeped out by a stranger touching their hair than her ass. They claimed that someone grabbing their ass was likely to just be drunk and enthralled by his primal urges. A man petting their hair might be legitimately crazy.
I completely don't understand this.

If a stranger grabs your ass, there is absolutely no question about what he wants. It's aggressive and intimidating, but it sends a very clear message.
If a guy just starts stroking your hair, it raises a whole lot of questions about what he wants, why he's doing that, why he thought that'd be an appropriate way to get your attention, etc. The hair-stroker is a mystery, and everyone fears the unknown.
