I'm pretty sure that just happens if some packets are lost when the page loads, for whatever reason. Usually happens over wifi. 9.999 times out of 10 refreshing will reload the page properly.
I'm not sure what the equivalent on Mac is but on PC ctrl+f5 fixes this
