No cure. There's thing you can do to prevent hair loss, but you can't regrow what has been lost.

The best way to avoid picking is to reduce the itchiness. Even if it doesn't feel itchy, there's enough of a stimulus to make you scratch. Have you tried using a dandruff shampoo?

If you have and it hasn't worked, then I suggest you go to a doctor to figure out exactly what it is. In the meantime, you can do things like wash your hair more often if it's because of oil, or try using a moisturizer if it's too dry.
