You don't BE a friend with someone.
You DO the friend to someone, doing similar activities that both enjoy, talking, listening, laughing, caring and support each other.
Then after you DONE this for a significant amount of time and had created a strong bound you can BE a friend to someone and someone Can be your friend.

No matter how socially inept I think I am, I see threads like this and remember I'm not that bad.
Get into the habit of saying hi to people. Just casually. People are naturally selfish and think you are talking to them. I started doing this this semester after two years of being the guy who was impartial to people.
Just start doing a "hey, how's it going?"
But be casual about it and do it often. Eventually some of the faces you used to see will start being more familiar and will want to do things.
It's all up to you. Value people and make them feel good but keep your expectations low and just go go go.
