It depends on who is your enemy.

The most basic thing is to hide your IP via buying VPN in a country which isnt friendly with your current gov (example usa - russia).

If your enemy/paranoia is CIA level, then it is much harder. For example, did you know even your CPU contains subsystem capable of "owning" your own PC running unknown software and that EVERY router comes with built in backdoor?
