So my friend invited me to her girlfriend'a place to smoke weed with everyone there. So my friend's girlfriend'a roommate is really cool but I felt like there was never a good time to ask her out, so I didn't get the chance to. I wanna ask her out, but I don't have her number. She followed me on instagram so I could DM her but I feel lik that'd be weird. I could ask for her number too from my friend, but is it weird to ask someone out over text still?

Depends on how comfortable she is communicating via DM, texts, phonecalls, etc.
My gf always preferred texting, and I asked her out via text and it was completely fine. Some women prefer being asked in person. Some don't give a fuck.
I don't know this woman so I can't really tell you how to do it, but generally, if you're ever unsure you cannot go wrong asking her out in person.

You can visit her and ask her out in person. You don't even have to stay. Just knock on the door, see if she's there, ask her out, and maybe even give her a single flower.
It's cheesy as hell, but it's bold and shows confidence.
