Where should I start if I want to learn web development? I've dabbled in many different languages and I've taken classes in college that use Java, C and C++. It just seems to me that webdev stuff uses a lot of different languages and frameworks and I'm still not really sure where or what I'm supposed to start learning.
If I wanted to learn front end and back end what would I begin with? I've used javascript before along with html/css, but I'm pretty much starting from scratch again since that was a long time ago.
frontend: html, CSS, javascript.
backend: php
I don't know shit about webdev but that's about it really. Pick a book or something.
javascript is all the hype in webdev, but I'd suggest you get decent with just html and css first because I've heard css can be a bitch.
On the other hand if you want backend, neither of css or javascript is necessary (okay, there are some crazy shits who use full stack javascript but you can defer that).
Oh and don't worry about the frameworks, avoid the frameworks until you have a good understanding of javascript. If a book tries to teach you a framework instead of vanilla js, it's shit.
A big problem with modern webdev is that these mediocre ass """programmers""" stack frameworks on top of each other because FEATURES and it's just wrong.

He can do backend with Ruby, Java, Python or, god forbid, JavaScript. Not just php. If you're comfortable with Java, look into maven and tomcat OP. They're pretty common in web application building.

windows 8/10 have freebie internet server, get it running
start cranking out small web projects - you ought to be able to code a simple 4chan like 4m

I know enough to tell the OP where to start.
