I had these numbers years ago (2014ish). Could it really surface all this time later? Not to mention its the same number who called me a month ago. I miss the calls but I've never called back

Depends on how you block it.
You can also call your service provider and ask them to not let the call thorough
The app I used would just reject the call and list it as a missed call.
Don't worry about it, you're just psyching yourself up for a paranoid episode.
