Do you think it's possible for someone to study both Japanese and Chinese at the same time and be able to do both the JPLT Level 3 and HSK Level 3 within a 2 year period?

That's a pretty dumb idea, you're not supposed to concentrate on learning more than one language at a time.
Out of curiousity, why do do you want to take those tests? I don't know shot about the HSK but I know the JLPT is only really useful if you've passed level 1, mayyybe level 2
To go on study abroad in these places it suggest at least this level for both

I'm studying in Japan rn and haven't taken the JLPT ever, although I am taking N2 next year. There are lots of people in my program who hadn't ever studied Japanese before coming here, you really don't need to pass a test to do so.
I would highly advise picking one of the languages and sticking to it, they take a while to learn and trying to study both at the same time will slow you down a lot.
