In united states legal precedent has been set that once given a phone can not be taken away from a child as it no longer belongs to the parent and can be seen as a way of preventing a child from being able to communicate with the outside world. However a parent can turn off the service plan or simply not pay for the service anymore. Try reading occasionally.
