Are there any programs I can get for free to animate? I don't want anything special, just cartoony looking animation.

adobe suite, just get it through other means if you cant afford it.

Pencil2D (traditional animation)

Pirate these:
SAI, Photoshop, Flash, After Effects.

Software specialized in cartoons:
Toom Boom, Anime Studio.

How to learn:
The animator survival kit DvD and books.
