Should I buy a custom built pc or a handheld?

I don't have a lot of spare cash on me. I'm on very rich, I can only choose one if I want something without exhausting too much out of my budget.

I'll be travelling quite a lot soon, and when I come back I'll be commuting quite a lot. So I'll probably have more time clocked in on it.
>Why I want a custom built?
For handhelds, the most probable choice would be that of the 3DS, however, I do prefer the high resolution games and the massive library of games that pc gaming has to offer. Not to mention that the new Nintendo Switch which is at this point marketed to be a portable console has been announced and will be released next year.
But I'll have less time spent with my pc.
Lastly, I can switch out parts on my custom built as time goes by, when hardware like CPUs and GPUs advances.
What do you guys think?

How much money do you have to spend? PC's are much more expensive than handhelds. Idk why it necessarily has to be one or the other.

I mean you could easily get a refurbished 2ds that will play 3ds games for like 50-75$
A custom computer will more than likely be 500+ You could easily half the memory, get a little less ram, get used screen/keyboard/mouse from a thrift shop, skip the disk drive, skip the wifi and plug in for internet, etc.... There are many ways to save money on an "all new" custom built computer which offset the cost of a handheld.
Also you could buy a super old DS or PSP for even less while still getting a computer.
It seems odd that you paint yourself in a corner having to choose.
