Yes she can. Not as likely as if you'd just full out cum in her, but definitely possible. I recommend visiting Planned Parenthood's website or giving them a call for your sex ed questions like this.

I'm going to write a lot, because this stuff is important to know, and there's a lot of misleading information out there -- a lot of which gets repeated on this board.
It's very, very unlikely, if you don't make a habit of it. There's a reason you produce tens of millions of sperm per ejaculation -- the odds of any one sperm fertilizing the egg is very, very low. Men who still produce millions of sperm can be functionally infertile -- because you need tens of millions.
Let's talk about precum. It's true that precum can contain sperm. It doesn't always contain sperm, and sometimes it's just trace amounts, probably sperm left over in your urethra etc from previous ejaculations. There aren't very many of these sperm and they're usually not very motile, because they're old, so it's possible but incredibly unlikely for any of them to fertilize the egg. That's how it is most of the time. Sometimes -- and nobody's sure why, or if it happens to every guy -- precum does seem to contain millions of motile sperm.
Ultimately, when executed correctly (meaning you never once start to ejaculate inside her accidentally) the withdrawal method has a 4% failure rate. That means that, in any given year, out of 100 couples using no other method of contraception besides the withdrawal method, about 4 of them will experience a pregnancy. That isn't great -- that's almost 1 in 20, which would be pretty good odds if you were gambling for money, but not great odds if you're gambling with your future. On the other hand, that's about equal to the failure rate for both condoms and the pill with typical use (The perfect use rate for the pill is much higher, but almost nobody manages to take the pill perfectly -- you have to take it at the EXACT SAME TIME every day.) So on the face of it, you don't have to be any more worried than if you'd fucked your girlfriend, not pulled out, and she was on the pill but was a little sloppy about when she took it.
cont'd below
The first takeaway point from all of that is, if you have sex a single time and pull out, pregnancy is very unlikely. Remember, that 4% failure rate comes from couples having sex regularly for a YEAR -- the failure rate for a single encounter is much lower.
All that aside, the withdrawal method is still not a good method at all, so if you're thinking "Hey, maybe I don't need to use condoms after all!" stop thinking that.
The real reason it's not a good method is because if you do it regularly, then realistically, your dumb ass is going to fuck it up at least once. When condoms fail it's *usually* because you're sloppy and not using them correctly, but that can be guarded against if you're careful. Ditto with the pill. But unless you are literally a porn star (and probably even then), you simply do not have enough control over when you cum to be sure you're not going to fail to pull out in time, at least once, out of the dozens or hundreds of times you might have sex in a given year. And when your girlfriend is sloppy about when she takes the pill, it simply lowers the effectiveness from 99% to 90-95% -- if you fuck up the withdrawal method, it's ZERO percent effective. Perfect use with the withdrawal method is not realistic. Almost nobody achieves it. So don't do it.
So the real takeaway point is, don't worry about that one encounter. But don't make a habit of it, please.
