Apparently the phone still has the SIM card, and has the previous owners info.

All you can do is contact the owner, there is no way to reset or use it for you. Also stop buying stolen shit, it's just dumb. SE is dirt cheap, just get it.

The feds paid over a fucking million for a zero day exploit to crack an old iPhone with comparable weak security, the newer ones are practically uncrackable.
Chink stuff is a way if money is tight, and Lumia 635, it's windows phone so fewer apps but still works fine and costs just 60 bucks.
