Depends what you mean by drown.

Western countries are great for facilitating sex. Night clubs are just multi-floor building with dance music and wall-to-wall pussy. There's usually a budget hotel opposite or somewhere nearby. You can only really do one per night though.

If you want a harem, go for eastern countries. Obviously have money and set up a full-time den that's nice, relaxing and stable for everybody involved.

There are also "nature" clubs and gentlemans clubs.

If you want it less, then university will often mean an ensuite with a bunch of girls. But don't just hang out with 7 other girls because you'll just get trouble, try to get a 1:2 ratio.
