It might make me uncomfortable because I'm an unusually private sort of person. But I would recognize it as a local selling technique, chatting up the customer to make him more willing to spend.

I think its ok. Happened to me before and a lot of the time its just a bit of banter.
It's cool. I like it (asian living in europe) and a lot of people keep asking me how I like it here, where I come from. I don't think it's rude but I enjoy talking to people if only to improve my language.
