Well this'll take some practice, but I can give you some general rules from the guy's perspective.

Firstly, because standards it's still expected for the guy to make most of the moves, so your job (unless you want to just go all out and be like "let's go on a date") is to make sure you're open to their advances. This includes smiles, eye contacts, relaxed and open body language, ect. Make it easy for him to initiate; make it seem more than just being friendly. You'll know if he is interested if he takes action. If he isn't paying attention to you when you're doing your thing and isn't reciprocating or copying you, then he probably doesn't care.

The easy route is to just spend more time with other students.
Similar interests should net you with lots of hours you can spend while always having something to talk about.
If you find someone in the group that you generally feel good around, try to spend even more time with that person.

The better you get to know eachother the more you will care about eachother.
A hookup will never care about you because they dont have any emotional connection to you.

I'm not saying that you will immediately find the perfect partner doing this, but you will increase your chances
