Depends on the scale of settling, most relationships have one party that could probably do better, so in some ways have "settled" but they're happy with their choice.

If you mean settle for someone you do not love then no. If you mean settle for someone you don't find attractive then no. Need to be compatible at all levels otherwise it's really not worth it. May as well just be friends.
