First of all, you definitely need to have a conversation with your sister first BEFORE saying anything to parents. Your sister went to you first obviously because she trusts you - it's a good thing that she said something now rather than 4 months down the line.

When you talk to her, don't scream or yell or scold/chastise/go "how could you do this?" because all this will do is make her clam up.

Depending on where you're at, this could be statutory rape. You need your sister to come to the right conclusions, but of her own accord.
