First off, there is no such thing as ever being 100% sure about that.
Second, you have to take the risk, roll the dice, JUST DO IT - hell , it feels a lot better than constantly regretting missing your chances.

It is what it is. Thinking that way helped me a lot with getting over my approach anxiety - after all, if you're not doing it you may not be the only one feeling that you just missed out on something potentially good.

Does anyone have any tips for flirting with a cashier?

Theres one at a coffee shop I got to every once in a while whos a qt and has complimented me a few times and makes small talk, but I am really clueless as to how to go about it especially when theres a line of people behind. I'll try going after the rush but im still clueless as to how to go about it. I cant really do more than extend the small talk, should I just ease into it and ask her when her shifts done and invite her to a drink at a poolhall thats close by? Thats what I have got untill now but it feels like a strech when I can barely push through the small talk

One persons personal experience does not in anyway prove your point. The reason women don't initiate is because they lack courage, this lack of courage is the same reason many men do not approach every cute girl they see. The only difference is our culture conditions girls to "generally" be the aproachee and the male to be the approacher. Thus it is more common to see men trying to hone their social skills at picking up women, and women can just chill back and take there pick of the lot. It's all evolution really.
