90% of the homeless have another problem - mental health issues, substance (usually alcohol) abuse or severe depression - that keeps them from being able to take the steps to improve their condition. The other 10% are victims of the economy (lost job, couldn't pay rent, etc) and they usually do find their way up fairly quickly.

The US has very high inequality and social services are just terrible. I'm including mental health care in that, people are actually charged for mandatory care.

Because you live in a backwards country that suffered centuries of indoctrination brainwashing people that supporting the poor or even giving them rights to decent work condition is something negative. At the same time it thought that consuming is fucking great and will totally work out in the long run because of the infinite growth magic.

Also as another anon noted, most have mental health issues, which again are rarely addressed or helped with.
