It mostly depends on the state, but it's 100% up to the judge. My uncle had a kid who totally wasn't his but, because he waited a whole 3 months for a paternity test, the judge decided that the baby was "bonded" to him and he was stuck with her for life. She just turned 18.

Really paternity tests should be a part of the birth certificate in order to become the official father.

You have to pay for paternity tests in Europe too, it's not healthcare - DNA tests are provided for free just when there is a risk of genetic illnesses.
Also - even if they provided it for free to YOU, it is still a cost for the public healthcare. A DNA test goes from 400 to 1000 $. Multiply it for all kids born in your country.
