most people are actually good, at least when they get older, they just want to look after their family. People are often cruel to others because they are insecure, and dont know how else to deal with their problems.
There's no evolutionary neccesity to be nice to animals. There is for humans since we cohabitat together, but that's about it.
We never felt the need to develop such.

It's kinda instinctive, I dunno why. It goes away once you get older and socialized. I was cruel as fuck as a kid and now I can't understand why I was doing what I was doing. Kids are little devils after all, some just don't grow up and remain like that. I don't know why it's so natural. From evolutionary standpoint it does not seem so clear why pointless and reward-less cruelty brings as joy for the sole sake of cruelty.

Being nice to each other and to animals is basically a social construct.

No worries, I'm a high-functioning one.
I'm compassionate toward animals. I hate killing certain insects. I think it has to do with the persons intellect and how well they are able to emphasize with others outside their own experience. Self-centered behavior and lack of being able to understand others feelings are traits that are extremely common these days.

Even though life in itself is getting better quality wise (looking up information, ease of jobs, etc) life is also a lot shittier in many other aspects. Suicide rates are higher than they were a century ago. Depression rates are higher. People on average are having less children, cost of living continuously increases while wages get lower due to inflation and whatever.
Some people feel like they need a sense of power or control and sometimes that turns into being shitty towards others that wont retaliate such as people worse off (physically or mentally) or domesticated animals.
